Minister backs town transport scheme

Transport Minister Norman Baker MP has spoken about the benefits of planned improvements to public transport in Stratford following his recent visit to the town.

The Minister was shown around Stratford town station and the site for the new Stratford Parkway station at Bishopton by Cllr Peter Butlin, Warwickshire County Council’s Portfolio Holder for Highways and Transport.

The two stations are central to the £8.8 million Stratford-upon-Avon Local Sustainable Transport Project which will deliver vastly improved train services, enhancements to the Park and Ride bus services, smarter choices measures, electric vehicle charging points and a ‘Boris Bikes’ cycle hire scheme.

The county council is funding the project to the tune of £1.86m and the Department of Transport has awarded £4.995m through the Local Sustainable Transport Fund.

Local Sustainable Transport Fund

In April 2011, the County Council submitted a bid to the Department for Transport ‘Local Sustainable Transport Fund’ (LSTF). The bid proposed a package of measures designed to significantly increase the number of rail passengers on the Stratford to Birmingham railway, that would be delivered under the banner of the ‘Stratford-upon-Avon Local Sustainable Transport Project’.

The bid sought a £4.995m funding contribution towards the delivery of the following measures:

  • Construction of Stratford Parkway Station;
  • A package of weekday off-peak, evening and Saturday train service enhancements between Stratford-upon-Avon and Birmingham (calling at both the existing Town and new Parkway Stations);
  • Extended Park & Ride opening hours, additonal bus services and enhanced security provision;
  • A package of ‘Smarter Choices’ measures (methods to encourage sustainable travel to and from the Parkway Station); and
  • Station Travel Plan infrastructure investment (for example new dropped kerbs, directional signs and bus stops)

 On 5 July 2011, the Department for Transports announced that the County Council’s bid had been successful. The County Council is now working to secure the remaining funding which would see the new multi-million pound station built next to the existing Park and Ride at Bishopton. The new Parkway Station is intended to open in December 2013, with the package of train service enhancements, improvements to the Park & Ride services and Smarter Choices / Station Travel Plan infrastructure measures being introduced incrementally from 1 April 2012.

Successful bid for £5m transport scheme

Warwickshire County Council has been successful with its bid for Government funding to deliver Stratford Parkway Station and an additional package of transport improvements for the town including enhancements to the Park and Ride bus services.

The Department of Transport has announced today that the Stratford-upon-Avon Local Sustainable Transport Project will be awarded £4.995m towards the landmark scheme.

Stratford Town Station

Stratford Town Station is the southern terminus of the Stratford-upon-Avon to Birmingham Railway Line and is served by both London Midland and Chiltern Railways train services. Around 606,000 passenger trips per year are made through the station, making it a vital gateway into and out of the town for residents, tourists and visitors alike.

The station itself is not listed building but it is a historical structure and in order to not detract from the quality of the public realm in Stratford-upon-Avon it is recognised that further enhancements to Stratford Town station will be required.

Enhancements to the Town Station

Network Rail has recently installed a new canopy at Stratford Town station as part of a £560,000 refurbishment, combined with repairs to steel and timber structures with the aim of making future maintenance inspections easier and to avoid further maintenance work over the period to 2035.

In addition, the following enhancements are proposed for the Town Station during 2010:

  • New waiting shelters
  • New steps from the Alcester Road
  • Refurbished footbridge
  • Refurbished paint work
  • New Customer Information Systems
  • Lighting renewals

Track and Signalling Enhancements on the Stratford to Birmingham Railway Line

In addition to the enhancements proposed for the Town Station itself, Network Rail have now completed a comprehensive upgrade of the track and signalling infrastructure on the Stratford-upon-Avon to Birmingham Railway. An extract from the Network Rail Route Plan (pdf 1.4mb) detailling these enhancements can be found below:

Future of the Town Station

Network Rail have provided written confirmation that there are no plans within the rail industry to close the existing Town Station once Stratford Parkway Station opens:

“I can confirm that Network Rail have no plans to reduce the rail service provision at the existing station, neither are there any plans to close this transport hub… Network Rail view the existing Stratford-upon-Avon Station as an integral part of the West Midlands rail system linking key towns such as Leamington, Banbury and London Marylebone, along with Henley-in-Arden, Shirley and of course Birmingham.

The routes to and from Stratford-upon-Avon are key elements of the Network Rail Route Utilisation Strategy for West Midlands and Chilterns and significant investment is being made in upgrading the signalling and train capacity going forward.”

The rail industry would not make the significant investments in the Town Station (as detailed above) if it were to shortly close, particularly in times of economic recession.

A number of other considerations should be taken into account regarding the future of the Town Station:

  • There are two rail industry standards that prevent a train from reversing at the proposed Parkway Station, although they will of course be permitted to stop to set down / pick up passengers. Specifically these are Railway Group Standard GI/RT7016 (PDF – 53 KB) and Network Rail NR/L2/TRK/2049.
  • The proposed infrastructure for Stratford Parkway does not permit trains to turn back at the station (i.e. there will be no track crossover). All trains would need to continue on to the existing town centre station, where it would be necessary to retain facilities for train reversal (and in fact these are planned for enhancement by Network Rail; including the provision of a new facing cross-over). While in theory this could be done without allowing passengers to board and alight the train, there is no commercial business case to pursue such a scenario.


Public Consultation Event

A public consultation event was held prior to submission of the outline planning application for the new Parkway Station. The event was held at the the Stratford- upon- Avon Library and Information Centre, Henley Street, Stratford-upon-Avon.

The consultation event ran between Thursday 4th March and Saturday 6th March 2010.

In order to raise awareness of the event, a significant publicity campaign was undertaken which included the distribution of an Invitation Letter (pdf, 43kb) to nearly 1000 local residences and the display of Consultation Posters (pdf, 267kb) across Stratford-upon-Avon town centre. The event was also publicised via local BBC Television and Radio broadcasts.

At the event formal feedback forms were available for people to record their views on the scheme and a total of 67 responses were received by the County Council. These responses were taken into account during the preparation of the outline planning application.

The pre-planning application public consultation period ended in April 2011.

Outline Planning Permission was granted by Regulatory Committee on the 18th April 2011. However we still welcome your views on the details of the scheme prior to submission of the Reserved Matters planning application.

Background Information

The County Council is promoting the development of a new rail station in the Bishopton area of Stratford-upon-Avon to improve accessibility and to encourage increased use of the train for journeys that might otherwise be undertaken by car.

It is envisaged that the scheme will reduce vehicle kilometres on the local and strategic road networks (M40, A46 and A3400) and deliver environmental and safety benefits. The scheme is consistent with local and wider economic, regeneration and transport objectives.

A key element of the scheme is to increase train service frequencies on the Stratford to Birmingham Railway and these additional trains will serve both Stratford Parkway Station and the existing Stratford-upon-Avon ‘Town’ Station.

The proposed site for the station is adjacent to the existing bus-based Stratford Park and Ride in Bishopton and the two facilities will share the existing car park. Vehicular access to the station will be via the Park and Ride entrance. The station will have disabled parking, taxi rank and passenger drop-off/pick-up facilities, as well as a dedicated pedestrian and cycle link from Bishopton Lane.
